THE STORY

On December 15th, 2281, Caesar's Legion marched on the Hoover Dam in what would be one of the most gruesome battles in the Mojave's history. The Bull and the Bear, once more, clashed, bearing their teeth and lunging at one another with fierce brutality and patriotism, but the Legion would prevail. Despite the help of the Courier, the NCR's line was broken, and Lanius' Legion would shred through the Mojave Wasteland, bringing death and destruction with each step they took. Only days after the fall of Hoover Dam, Legion Forces would march into the Strip, and on Christmas 2281, the NCR would abandon the Mojave, falling back to the Mojave Outpost while the Legion spread terror across their new lands.
The Legion brought peace, in a way, though that peace was paid for with the systematic slaughter of thousands. Raiders, Ghouls, and Mutants alike were targeted by Lanius and his Legion, and kill en masse (though Jacobstown was largely ignored). While the Strip remained open for business, it was never the same, for the Legion's "Rome" was a place of constant death. The streets were lined with crucified citizens, slaves stumbled around with their masters beating and harassing them as they went, the Strip Families were all but annihilated, and the Lucky 38 became the nerve center for the most gruesome regime the Mojave has ever seen.
But the Mojave spirit was strong, and there were many that fought back against Legion occupation. Whether it was smuggling information to rebel groups or actually waging a guerilla war against their forces, resistance was strong and prominent. Though while many tried to confront the Legion, Lanius was brutal in rooting out resistance, and none would truly be able to make a mark.
Until Shepard. Known in the East as the Lone Wanderer, Michael Shepard came to the Mojave on a mission to make contact with the Western Chapters once again, only to find the Hidden Valley Chapter slaughtered, with only a few members left. Shepard would gather what survivors he could, and they would refurbish Vault 11 into a makeshift headquarters, where they would begin to conduct a Guerilla war on the Legion as so many had done in the past. Dubbed the "Mojave Home Army" by it's members, it grew rapidly in size, and with men such as the Lone Wanderer and Boone, they were extremely efficient. But the Legion caught on, and it wasn't long after that they began to strike back. The Home Army could no longer avoid the Legion and attack at their weakest points-- they had to confront them.
And that they would do. Just over a month after the NCR's defeat in the Mojave, Shepard led the first major military confrontation against the Legion, and while marching, he would meet a fellow freedom fighter by the name of Joshua Hanson, who would join with him in the attack. Around noon on January 28th, 2282, the Mojave Home Army would launch it's attack against the Legion garrison at Primm, led by none other than Aurelius of Phoenix. The battle was brutal, and the rebels won by numbers alone. In the battle, Shepard would kill Aurelius of Pheonix, and his army would kill the garrison of Legion troops, but lost two-thirds of their own in the process. The retreat that followed, known as the "March of Tears", would be commemorated as one of the Mojave's most iconic moments.
The tattered Remnants of the Mojave Home Army would retreat to the NCR's Mojave Outpost, where they were granted safe haven. To the Lone Wanderer and Joshua Hanson, the victory over the Legion in Primm wasn't worth the cost in lives, but it had invaluable effects to their cause. News of the battle quickly spread across the Mojave, and for the first time, many began to raise their fists in succession to those who did so first at Primm. On the Strip, in Freeside and Westside, and various settlements, citizens began to resist, but they lacked one thing: leadership. At Mojave Outpost, Michael Shepard and Joshua Hanson agreed upon joint-command of the remaining Mojave Home Army, which they renamed the "Free Vegas Army". The two generals split paths, leaving their army behind at Mojave Outpost, and would go on to separate missions to prepare to rebuild their fighting force.
General Hanson would proceed to Primm and Goodsprings, where we would coordinate the fortification of the settlements and organize militias to defend against the Legion which would inevitably launch retaliatory attacks on the Mojave people. General Shepard would travel to Jacobstown, a Super Mutant settlement which had been largely ignored by the Legion, aside from a few raiding parties who launched small attacks on guards and killed some of their Brahmin. Jacobstown's leader, Marcus, was reluctant to put his people at risk, but would ultimately agree to join forces with the FVA to free the Mojave of the Legion. Just a week later, Joshua would arrive in Jacobstown with an army- mostly new recruits and the few remnants of the Mojave Home Army that chose to continue fighting. The FVA would fortify Jacobstown, creating a massive strongpoint to carry out operations across the Mojave, but the Legion caught on. A small Scout Party was wiped out by the FVA, but there was much more coming. Warned by a ex-NCR ghoul who's name has been forgotten in time, the Free Vegas Army would be prepared when the Legion came to confront them on the 6th of February, 2282.
Led by Lanius himself, the army consisted of some of the Legion's most seasoned veterans, but the twisted former-Legate proposed something other than mass slaughter: submission. Shepard and Lanius would meet between the two armies, and the Legion's dictator would offer pardon to the Generals and their army, as well as the Super Mutants and Ghouls of Jacobstown. He extended an offer of Semi-Autonomy to Jacobstown and the areas around it, but Shepard refused. The Lone Wanderer was historically slapped across the face by the Caesar and told, "You are not a pure human! You are corrupted by the traitorous ghouls and super mutants! And for that you must be purged like the rest of them!". The Legion would charge, but Men, Ghouls, and Mutants alike would stand together and hold their ground as the Lone Wanderer engaged in a one-on-one duel with Lanius, and would critically wound him, though not after suffering his own set of serious injuries. With their leader incapacitated, and their forces being torn apart, the Legion was forced to retreat from Jacobstown, defeated.
Though the Free Vegas Army's victory did not come easy-- the casualties were immense. It was estimated that a third of the FVA's force in Jacobstown was killed or wounded, and there were significant damages to the settlement itself. General Hanson wanted to launch an immediate counter-attack, but Shepard insisted that he give the men a day to rest and consolidate power. What the Lone Wanderer failed to mention was that he had contacted the Brotherhood of Steel and informed them of the situation in the Mojave. Elder Lyons had promised to send aid, so Shepard wished to wait until they arrived to launch the offensive on New Vegas.
In another part of the Wasteland, there were others who also wished to see a Mojave free of the Legion's tyranny. A Vault 20 native, Samuel Hughes had spent most of his life on the road as a caravaner-- but after meeting an ex-Enclave by the name of Jason, his ideas in life began to shift. For Sam and Jason had an idea, one which is today known as the "Daybreak Movement". The two men would track the Enclave Remnants, a small band of old men hiding out in the Mojave, and join with them, coordinating with the Enclave's debatable President: Donald J Castor to bring the Daybreak to life. Eventually, Hughes and Shepards' paths would cross in a bloody inferno of fire and destruction as two opposing views faced off.
The Free Vegas Army would launch their offensive against the Legion on February 7th, 2282, which would kick off when General Hanson captured the Legion stronghold at the old NCR Correctional Facility. General Shepard would lead the bulk of the FVA through northern Vegas, battling through Westside and Freeside, while the NCR marched through the southern Mojave, and the Brotherhood launched their attacks on Black Mountain, McCarran, and initiated bombing runs on the Hoover Dam. After three days of heavy fighting, the Brotherhood of Steel and Free Vegas Army had isolated the Legion, and Lanius, to the Strip. On the 10th of February, FVA troops would pour into the Strip, supported by Brotherhood Knights and Paladins that were deployed via Vertibird. The Legion Forces were crushed, and in a final confrontation in the Penthouse of the Lucky 38, the Lone Wanderer would kill Caesar Lanius. From there, the FVA-Brotherhood-NCR Coalition would drive the Legion back, pushing their tattered armies to the Colorado, where they would consolidate at the Hoover Dam for one final battle.
The Third Battle of Hoover Dam would begin on the morning on February 13th, 2282. The assault was broken up into two separate strikes, one on the Dam itself, and one on Fortification Hill. General Hanson led the FVA-NCR Force on a direct assault, covered by 1st Recon Sharpshooters, which would allow them to break through the Legion lines with minimal casualties. Though, once FVA forces entered the Dam, casualties mounted due to the close-quarters fighting. At Fortification Hill, Shepard and Lyons' Pride would be dropped off and engage the Legion Forces, securing a landing zone for Brotherhood reinforcements. As Brotherhood troops began to push towards the Hoover Dam, the Enclave would launch their own assault, landing on the eastern side of the Hoover Dam and cutting down Legion forces with swift efficiency. The FVA and NCR pushed east, the Enclave pushed West, and eventually the Brotherhood would link up with the Remnants. As the last Legion soldiers were taken care of inside, the remaining ones on the surface were cut down, and the battle officially ended.
Though, it was the events that followed that would shatter any hope for immediate peace in the Mojave. With the Legion defeated, the alliance brokered between the FVA, NCR, and BoS began to fall apart-- especially with the entrance of Enclave elements. The Enclave insisted that they alone captured most of the Dam, and thus were entitled to joint control with the coalition, but Shepard refused to allow it to happen, calling out the Remnants for their atrocities in the East and West alike. Joshua was at his side-- refusing to allow the Enclave to have control, but they wouldn't back down. In what is considered one of the most heinous and most heartless acts in recent history, the man who sparked the massive rebellion, the Lone Wanderer, would open fire on the Enclave Remnants. He was followed by the Brotherhood, and ultimately the Free Vegas Army and the NCR. The Enclave Remnants tried to fight back, but it was in vein. They were murdered, and those who survived the initial slaughter were ruthlessly executed by Shepard. The event that is now known as the "Hoover Dam Massacre" sparked controversy across the Mojave as people began to question the FVA and Brotherhood, though most of the heat revolved around Shepard who ordered the slaughter. Though the Enclave's President survived due to not being present during the attack, the murder of the Enclave Remnants drove a wedge between Shepard's Brotherhood and the rest of the Mojave-- a wedge that would split the land in half...
THE MODERN MOJAVE
Following the Third Battle of Hoover Dam and the massacre of Enclave Remnants at the hand of Sentinel Shepard, a short peace settled over the Mojave as peace talks started between the Brotherhood of Steel and the Free Vegas Army. Following the NCR's subsequent expulsion from the Mojave, the two factions formed a tight alliance, and together began working towards rebuilding the Mojave. The Brotherhood established a political headquarters in what used to be the Gomorrah, which was shut down due to a scandal, and established a "New Citadel" at Fortification Hill. Brotherhood forces would create strongholds at Black Mountain, the NCRCF which they renamed "Fort Hardin", and Helios 1, and Hidden Valley, while maintaining friendly influence over settlements such as Novac, Primm, and Goodsprings. The FVA nestled themselves primarily into the New Vegas area, using Camp McCarran as a military command center. The FVA created strongholds in Jacobstown, occupied Nellis Air Force Base, and maintained joint-control of the Hoover Dam with the Brotherhood.
However, the Daybreak Movement did not die with the Enclave Remnants at Hoover Dam. Led by Samuel Hughes, a new political organization rose in New Vegas, and gained massive popularity. The pro-independence Movement rose from nothingness in the two months following the Third Battle of Hoover Dam, and on the 17th of April, Sam Hughes would sign an agreement with FVA General Josh Hanson bringing forth an official government: the Free Republic of the Mojave. The FRoM's claimed influence over the entirety of the Mojave Wasteland, even the areas under Brotherhood occupational jurisdiction, so tensions climbed as they began requesting that the Brotherhood leave the Mojave. Sentinel Shepard ultimately refused to leave the Mojave to an "Enclave-infested" government, but the FRoM insisted, standing by their noble beliefs of independence. Sam Hughes, leader of the Free Republic, tried to compromise and ask that the Brotherhood give the FRoM control of facilities like Helios 1, but still, Shepard refused, and tensions have climbed ever since.
Now, the two major factions are at each other's throats. Following the Brotherhood's occupation of Cottonwood and several territorial disputes, the threat of major armed conflict between the FVA and BoS is higher than ever. The FRoM has mobilized their forces in preparation, and the Brotherhood has done the same, though both factions still manage to keep joint-control of the Hoover Dam and political relations on the Strip. However, nobody knows how long it will be before the peace is shattered, and blood soaks the Mojave soil once more...

Quick Version for Lazy People
Basically, after the NCR lost the Second Battle of Hoover Dam, the Legion occupied the Mojave Wasteland and established a totalitarian state of mass murder and oppression, headed by the Monster of the East: Legate Lanius. Throughout their initial rule, they go without much resistance, but about a month and a half after taking control the Lone Wanderer (who came to the Mojave to make contact with the Western Chapters) leads the first major attack against the Legion. A man named Joshua Hanson joins, they attack Primm, and win with major casualties. The two part ways-- the Lone Wanderer (named Michael Shepard) going to Jacobstown, while Joshua helps fortify Primm and Goodsprings. Eventually the Rebels make a stronghold in Jacobstown, the Legion attacks but is slaughtered, and a few days later, a Free Vegas Army-NCR-Brotherhood of Steel Coalition attack Vegas. Shepard kills Lanius, they attack the Dam, and on the Dam, Enclave Remnants jump in. After heated debate over who controls the Dam, Shepard and the BoS gun down the Remnants. So a few months pass, and a man named Sam creates a Mojave Government called the "Free Republic of the Mojave", which comes to oppose the Brotherhood who occupies most of the southern areas of the Wasteland. So now, they're close to war. It's really better if your read the stuff above you...
