Considering how the Walloons have received favorable treatment in every aspect of life since the Middle Ages, I bet the Flemish will enjoy being saved by their fellow Dutch.

The United Belgian States will treat all equally. Walloons, Flemish, Duetsche-Belgiens, Dutch, French, Luxembourger, British, anything else European. All treated equally.

If anything that will probably only strengthen the resistance as people join them after you start destroying their food supplies just to try and snuff out the rebels. Not to mention there will be other powers in the area who would be all to happy to arms the rebels and outright assist them.

... go ahead. But your troops can only sweep the countryside so fast, particularly if you don't send addition troops to supplement the garrison there. And you'll need to dedicate boats; after all, you have over 7,000 islands you need to hop between.

Ambassadors are basically universal among European nations, though not the Asians ones. Those still have... very heavy limits on where Europeans can be.

Some will some won't what? Look down on nations who treat Asian nations as co-equal to the nations of civilized Europe? No... this is the early 19th century. That's just a fact. And of course, the Asians look down on the "Western Barbarians" as well... at least the conservative elite. Until they get their harbor blown open that is :P

Oh, the Portuguese government can try to differentiate if it wants too... it'll just make them the laughing stock of European courts. And you might want to consider what kind of message that sends to said courts about Portugal's current ability to press/protect its interests if it has to 'stood down to that level', so to speak.

*Also, Japan... I will caution you that I can not guarantee the British, once their forces have effective control over areas of Japan, will be particularly keen to leave.
