As regards apartments, the number change will take some getting used to for Nick, but that's alright.

Additionally, I don't think segregating new players' characters and old players' new ones by floor is the smartest plan. I think it'll probably be a little easier to work new players in if some of their characters' neighbors have more experienced players.
It would be cool IMO to do some stuff with the floors: it makes some sense for those sharing a floor to get to know each other now that the Building is thirty minutes from anytbing, they'd be logical "teams" for friendly competitions, etc.
