The guards really do have experimental handheld railguns, they're inefficient because it's hard to reload though.

And what about the power requirements for railguns (also why the heck did they have that stuff all just laying about practically, there's dozens of way for preventing a speedster from hijacking highly experimental stuff).

I suspect it was lying around for the purposes of plot development.

Bio: He was born to very wealthy parents. They died in a house fire when he was 6. His sanity crumbled, but, he kept one thing dear to him: science. He went into a orphanage, where he did science experiments. He left the orphanage when he was 13. He bounced around from orphanage, to orphanage, until one day, In a fit of insanity, he made hydrochloric acid, and poured it on himself. He nearly died. He received psychiatric treatment, before taking up fencing as a hobby when he was 15. He got the mask as a gift from his grandfather, and used it to cover up his wound. He then ran off, until he found the Academy.

Personality: He is very smart, but is very emotional, and is prone to mood swings.

It wasn't lying around, he just phased through the locks in the armory. The railguns are powered with miniature nuclear generators, the same stuff that makes those airships able to fly.
