Not necisarily. He could be super intelligent, and also, for good measure, be able to use his mind to incapacitate others. He could be an unclassable and wonderful mix.

That combined with control of electronics is kinda OP. And nobody is unclassable. They'd probably end up using him as an Eta assassin.

He would only be OP against characters who solely rely on powers, but if it was based on skill alone, it won't work.

It's also a common thing for people to have Academies involving superpowers to have at least one person like that, to be able to give punishment.

Uh, no. The Director doesn't have any 'tangible' abilities, and the guards mostly don't have abilities either, just rifles and stun cannons that only daze someone briefly. Christian can depower others but he has no abilities other than that and it doesn't work if their abilities are physically based. They have powerful weapons(railguns) but those have a awful rate of fire and have to be used strategically because of how large the bullets are.

Yeah but it would have to be one power or the other because the hacking ability is already OP since he can hack literally anything so far regardless of the encryption.

It makes it unfair for the people who have the underpowered characters, basically meaning they're there to die or be overshadowed, and that's not fun.

Yes because then you would literally be able to teleport anywhere on the planet.

I'd like to drop one of those blast doors while the guards are trying to chase them, and finding someone who'll be happy to take out the trapped guards. Also mess up the security coms.
