So the majority of the remaining characters belong to the JQs and the YBs? Are they active on a specific side of the Civil War? I suppose I could have Daniel contracted to strike at one or both teams but Is there a way to get him interacting with them that would make sense?

JQs are being neutral and pissing everybody off by defending New York from both sides.

I actually had ideas on Killswitch 'invading' New York. Never had any concrete plans but this could work. Max sends him to strike at the United States to draw focus away from Madworld and Praetoria.

Well, our plan is to have New York as the stage for a large-scale conflict between Pro- and Anti-forces, which eventually pisses of the girls and causes them to start lashing out against both sides and kick them out after defeating a handful of PCs and high-profile NPCs. Dunno if you can fit yourself in there, though I wouldn't mind your involvement.

Or he goes in to back up Craig, Anti gains ground between both of them but their delicate alliance ends when Craig decides Killswitch crosses a certain line. And the Anti front falls apart allowing the JQ or PRO to strike back.

Or go with the separate front thing, either should work.
