Earth have two wishes, they can revive multiple people but not if they died before and were revived or of natural causes
Namek have three wishes but they cant revive multiple people. I am unsure if namek dragon balls have any other restriction, the last time i watched DB and DBZ was my super marathon in 2013 for BoG

Namekian Dragon Balls can revive multiple people, they did so in the Buu Saga.

It's an odd comparison. They don't really have a set power, and are rather ill defined. They grant wishes, but, they have limitations. For instance, Shenron can't kill anyone stronger than him, but he can grant someone immortality. It's very bizarre.
