That was only free men from the provinces - A Briton, for example, could enlist to gain citizenship and a pension but would only ever serve as an auxiliary and receive lesser pay compared to his Roman counterparts.

Anyway, a bit of research shows that the gifting of land was mostly practised during the Republic and often arbitrarily. Lump sums granted upon retirement persisted well into the Empire, especially following Augustus' consolidation of the military treasury, and are ore likely to serve as a comparison for our Tamrielic Empire. Of course, that barely discounts the point as it would still be likely for veterans to use such a lump sum to settle in a farmstead.

Hmm, are they smart enough to know friend or foe? Could I secure an alliance with a clan under Malacath or will that not be possible? If not I could always hire help from actual skilled mercs or thieves.

Besides, it's a simple levitation spell, re-apply every 56.5 seconds to prevent yourself from falling and simply walk/run/skip your merry way back to wherever you please.

That would be doing it the hard way. Do it the Batman way - Jump out the window, and when you get less than 56.5 seconds away from the ground, drink the potion or cast the spell.
