Here's my personal premise for the Aldmeri Dominion; The old king is dead and the Thalmor had regained power over the Dominion. Queen Seianacana Aldmeris is 300+ years old and is now a puppet ruler of the Thalmor. A new evil dictator (the High Justiciar) is hellbent on marshaling his forces to invade the Empire and try to fulfill a prophecy somewhat similar to the The Culling.

I think the proper reason why the Empire hadn't invaded the isles is because of the superior Aldmeri navy.
