I think that might become a thing on the part of larger PMC's becoming well known on the international scale. I'm only listing Yvdenny as one such massive international multibillion-dollar PMC because it's the one canonically instituted. Most others that are present likely have yet to be declared or made. It wouldn't surprise me though in the least if Rup's character, the old CO from Sotoa, became the Mercenary Squadron leader of her own squadron that became internationally famous too though. Since Rup said we haven't heard from her in a while, we can probably assume she's doing mercenary things under the rug for someone big and powerful...

Or one so loose that no one gives a damn, since that Osea annexed the 5 Lakes region and the whole of South Belka without anyone raising a protest and everyone going conventional war every decade or so.

Alternatively any sort of international code of conduct could simply be unenforceable. If Osea and Yuktobania, the two superpowers, don't pay it any mind then making everyone else do so would be difficult. At best the Geneva Conventions could be more so a set of guidelines as opposed to hard law. As for the mercenaries, I assume that they've only become involved in such a large scale recently, maybe a decade or so at this point, so there is a good chance that there is no protections for them as there would be for prisoners of war. Not saying they're going to be killed on sight but it is entirely reasonable that they would receive subpar treatment.

The Osean Armed Forces at the current time is still called the Osean Armed Forces, or the Armed Forces of the Osean Federation if you want to put the analogue of the US into place. The OAF only became the ODF after the Belkan war and the first nuclear weapons were dropped.

It's still the Point that even as A merc Jax is still a member of the Osean Armed Forces as he was put into the Reserves so he could be Osea's eyes and ears on the Dorusian/Seian's side of the conflict, while also being the Son of a Admiral and a Federal Senator makes him a invaluable Political Prisoner but his experience as Spec Ops give him a age not many a pilot would normally have at their disposal in a capture situation. Also Jax had reveal his assignment and orders to the Dorusians during the Witch Hunt for Zeeger.

While Osea may not directly do anything to help Jax, but might say give any intel they develop through their Contacts in Beiarusia about military plans and hardware might find itself fast track to both the Embassies in Seian and Dorusia for both militarizes to use.
