There's a bit of fun too. Cambria is the Roman name for Wales, based on the original Welsh name Cymru. Since the Welsh Tudors are still the royal family, Welsh influences come to dominate the culture rather than English. Britannia would refer to the whole island, from the Roman perspective - which is actually correct when referring to the island itself. But the nation of Cambria also includes all of Ireland and so Britannia isn't quite accurate for the country as a whole.

Well, unless you have some dramatic shenanigans planned to spice the event up, I'd say the standard handshaking and friend making will probably suffice.

Never actually thought about that, but a secret service/police exists, under the direct and sole command of the Emperor. Not much is known about it, and among the general population, it's more of a rumor, being called: Auctorinus (the Agency) or Michael (after the archangel).
