I'd try and make sure to accept only people who are prepared to see the entire roleplay through. The last iteration of this roleplay died because half the people suddenly left and subsequently, the other half was left without their Mage or Warder.

I am somewhat iffy on the partner roleplaying (warder and mage). It does two things: 1.) gives each partner a reason to want to continue posting. it means that each person is more devoted to themselves, so they hope to post more. 2.) if one of them leaves, the other is stranded. At that point, they are basically out.

It's the one about mages and warders that I don't think you were in.
I would say, maybe have players rp as warder and mages, so that nobody is getting dragged down. I have seen magic rps where people have a magical aide or summoned monster they wield, so it is not alien.

I guess that would work, and those who still want to do the Mage-Warder combo have the opportunity if they feel as though they can make it work.
That said, should we follow the same plot line, or should we do something different?

I'd be totally up for a reboot, preferably still character-centric.
I think following the same plot line is probably the best course of action, perhaps with minor variations in the beginning to hook people on to the story more quickly. Really the biggest problem the first time around was simply that we got unlucky when a large number of people drifted off. I don't think it was because of the plot. It can't always be helped when people leave, unfortunately.

I liked the quality we were getting, and the partner idea was great... the thing was, it was weighed down by a lot of RPers that just never showed, or fell out. We had, I think, the startings of a good RP, but the dead weight drowned us.
I think that if you do a reboot, for nation or character it doesn't matter, you need to make sure all the RPers with show up. That also ties in with the duo idea, where you could only have one of a pair. Most of the good RPers were made to fall out by partners that weren't good... Give the option for both, for two to share and pair or RP a pair themselves, and that should help.
Also... add something to the Maleficars. Like, drop their power level, add a horrible flaw to them, and then let the RPers make maleficars. The lower level mages would still be interesting because they don't have a massive flaw, and the maleficars would draw in the RPers that like being the bad ass one trip pony. Oh, and make the more powerful the mage is (Excluding maleficar), the more specialized they have to be. Like, a magus has to use only one kind of magic for combat and be very weak in others, and then lower you go, the broader the range but weaker the power.
And you need to be more specific with how exactly magic works... give the RPer a system and they will follow it, but leave it vague and they feel confused and awkward, because they don't want to step on your toes... or they manipulate the lack of said system to make their character too OP.
