First thing's first we need to decide whether Russia is 'strong' or not in this timeline. The Ottoman history (which is accepted so I assume canon) suggests Russia is weak and lost to Sweden, so it would not control areas like the Baltics, the Ukraine and the Caucasus. But a weak Russia opens the possibility of Poland not facing nearly as much internal/external pressure in the 18th century and remaining fairly large (if still quite weak/unstable) since most of the Polish partitions occurred to the benefit of a West-looking Russia and a militaristic Prussia (which we also lack in this timeline). After Poland and the Eastern European borders are sorted, there's the borders in the Caucasus, which the Ottomans claim. Then there's the Ottoman-Persian border which has caused drama, then what form Hungary takes. The situations in Hungary and Poland will decide which nation I want to reserve, since realistically if one or the other is made to be small and insignificant, I'm obviously going to swing towards the other. I'm also open to playing a Cossack state in the Caucasus to act as a buffer between the Ottomans and Russia.

Infrastructure: The Russian Empire has high keeped railroads and roads that are used by government officials and the army that connect Moscow to other major cities such as Kiev, Minsk, etc. Most of the buildings in Russian cities are comparable to Western Europe and some even rival Europe, such as Moscow. However, most Russian towns are full of the poor population of Russia (which is bigger then the middle or high class) and live in horrible conditions.
Scientific Research and Development: The only actual Research that takes place in Russia funded by the government is for any tech. that can help the Russian military. However, they do spend some funds on ways to make Farming more effiecent.
Primary Goals: Conquer Crimea and South Russia, Expand in Siberia and Europe, gain more warm water ports.
History:
The Russian Empire went into a period of decline after defeats to both Sweden and the Ottoman Empire in the Russian-Finland Border and Crimea. However, Tsar Alexander I's father, Tsar Dimitri I, was focused on punishing the Swedes and getting a warm water port that Russia wanted and needed. After many bloody years of war and uncountable Russian and Swedish deaths, Russia finally kicked the Swedes out of Southern Finland and went up a little behond what is currently the Russian-Finland border today. Soon after, Dimitri died and his son and heir, Alexander, was but a few years old and this was when a Russian Cossack General took power, taking full control of the military and state. He trained the current army so it became a skilled fighting force from a weak farmer army, even though this only happened at the expensive of having a somewhat smaller army then someone would expect Russia to have. The Cossacks general, Ivan, gave power to Alexander when he turned 24, most likely due to the strong pro Tsar feeling in the country and he clearly didnt want a revolt on his hands. Now, with Saint Petersburg indeed there, and the somewhat Russian army trained just like the classic Prussians, he and Russia are a power to be reckon with. (From point of deviation from actual history)

Yes but the claims really wont be recognized until the Berlin Conference outside of the coastal settlements, but as a major power you should get em then officially. In practice they are yours but really aren't settled or charted.

Yes but the claims really wont be recognized until the Berlin Conference outside of the coastal settlements, but as a major power you should get em then officially. In practice they are yours but really aren't settled or charted.
