The PTO Peace Court doesn't make sense to start targeting former PTO officials, because it'd be made of PTO officials. This whole plot just seems like a bad attempt of saying the seemingly good Peace Court is actually still the same old power-hungry PTO under a new name.

With the downfall of the family of Acrosian tyrants and their higher-ups, the PTO inherently loses control that it once retained, leaving a power vacuum where previously unknown races can become relevant. There will be a time period where the remnant(s) of the PTO, sovereign planets, and potentially an alliance of planets all fighting for control, either of their planet or the Galaxy.
