Also, isn't the Lieutenant kinda strong? I mean, Frieza's first form wasn't even at 1 million. Most species in the universe never get that strong. Wouldn't the Arcosians see someone that strong as more of a threat?

Not really. Arctica is much stronger then him. It could also be a Tree of Might thing

Pui-Pui was in the tens of millions before the magic. Babadis Magic couldn't have increased it that much. Let's also not forget Hitto, or even Cabba. Both of them were able to rival the likes of Goku and Vegeta respectively with no transformations. Even Magetta was too much for base Vegeta.
