First Form Freezer to Third Form Freezer were similar in PL
Freezer first form was about 530,000
Freezer second was 1,200,000
Freezers third was about 2,500,000
So, there forms from 1-3 should be relatively the same

Also, for frost, why not have a fifth form (Cooler style?)

Frost is a mutant in that way. A variety of things have led to his power swelling dramatically when he's transforming. The downside to his power, is his lack of control, that makes him burn through his power quickly.

Also I'm going to go back in time so I can explain why Hikari is suffering.

So Hikari restricted his power until the Saiyan Saga, this is because he would suffer drastic side effects if he used his full power mainly because of a rare disease of unknown origin. During the Saiyan Saga he transformed into an Oozaru (which meant he couldn't restrict his power) now a major factor about this disease is that the side effects could take place at any random time after his power is unrestricted (in this case it's the time chamber. the chamber's properties of time moving faster may have played a role in the side effects taking place NOW.) but there is no need to a worry, a cure will be found (no senzu beans though, the cure does require senzu bean extract though.)

I was just saying there's not a lot of devlopment going on besides a few of us. When reading the IC, you should be interested in what's going to happen next for a character, you should care about what happens to the characters.

Chisa is a year older than Hikari (Hikari is 12 just so you know which means that Chisa is 13, I even checked the character list to find out.)
