I was expecting Caligula and Nero to be a lot more depraved than they actually were. Caligula had his moments of tyranny, but he didn't seem much worse than Tiberius, and Nero seemed generally okay. It seems the main reason they were dethroned and damned as tyrants was that they angered the senate.

Yeah, especially when you consider how many of the more depraved stories are likely to be flat-out made up.

A lot of the stories about Caligula's apparent insanity, for instance him forcing his soldiers to collect sea shells or making his horse consul, were really just him fucking with people who pissed him off (the soldiers likely mutinied and refused to invade Britain so he made them collect sea shells to humiliate them, and it was the ultimate insult to senators to give the most powerful position in the senate to a horse).
Also, given that Tiberius was known for his "minnows," I fail to see how Caligula having consensual sex with an adult woman (albeit one who was related to him) was really even that bad.
