Let me elaborate a bit. You can apply as any nation on the zoomed in maps. The "Key nations" list is those nations who were historically important, thus are specifically good choices for a player. They can obviously be played.
The nation modifiers and stats are the nations who are already taken, and thus those are their bonuses.
Formable nations are those that a player (who already has a country and is playing) can form if he/she meets the requirements. Possible rebels I presume are rebel factions that own no land on the map but CAN be played.

The only issue is that the Seleucids are already taken by another player. As stated in my explanation, you can refer to the "Nation stats and Modifiers" list for all the nations already taken by players. There may be some Seleucid vassals not currently taken, if you really want to go down the route of that area. I'm sure the other two would like another sibling to help pester the greater empire.
