I would think this is a follower gain roll, as such, I believe you get one roll for both of them..... is that alright?

2. The remaining 66 will continue on the study of the plague, further augmenting and spreading it. (will it be more powerful or will it only just be a useless time consumer?)

3. Ebrietas settles in the new settlement and starts peacefully (will the place be okay or a run down settlement)

4. Ebrietas continues in instructing her meager followers into the arcane arts (will there be improvements or will there be accidents)

Well since she wants to return Japan to an era where everyone used swords I say Flame has a leg up in that affair. As for your soldiers well taking over an army is another road to power. While for Anselm he is taking over the Universities slowly because those people are the future leaders. Though he is starting to branch into the media and the Duma.
