He could control everything, and his first proclamation was that they were to conquer, and to do that they would become more advanced, more capable, and rearrange their forces into a more civilized form. Iltzacoatl created a military ranking system that redefined the nation, and set about pillaging the surrounding villages, running tests with different metals, and trying to find a way to get out from underneath the finger of being the once uncivilized beings that they were. With a population of 5 million, and a good 2 million of those people being warriors, the warrior nation of the Aztec Empire set about to become a nation that was more than what they were, and the visionary that was Iltzacoatl, while still testing the grounds, would do anything to gain more knowledge, even if it meant wiping out entire civilizations to learn from them (though with some all you had to do was enslave, and torture them, so that they tell you what you need to know). Iltzacoatl wanted his nation to become more than warriors, and his dream would eventually come true.
