I meant +2 Culture (total), +.75 Dev per citizen housed.

See, this gets into the whole "no infinite development" thing, eh? If you spam Insubrae and Irrigation, you can realistically support a population of about 30-40 at Decent Development. Especially when combined with your religious bonuses. The only limiting factor is Fertile Land, and you have a lot of that due to your starting domain.

Ah, yes, but its not infinite thing, because its restricted by population, and since fertile land caps my population, the number of Insulas I can build is limited to about 10 in my capital, after I cleaned out all the marshes and got a 20 Food production going, provided I don't start importing food, but for that I'll need to get my hands on more domains.

Uhhh, might I remind you, Free food or wealth is more powerful then extra development, for that each farmer you save on is 1 less development you need for decent, 2 less for prosperius and 3 less for utopian, and If I recall correclty, your townhouses give free food.

Sietch-3 RL + 1 clay or 1 limestone, or 2 RL + 1 clay or limestone if you replace a hovel. +1 D

I would say the Insula is just about priced right at 3 IO, if we remove the culture bonus.

If you want, we could have your townhouses be +1 Dev, as long as it gives no food.
