Craig actually does have a plan for space travel/colonization, but won't implement it until Earth is stable, united, and generally problem-free. Just don't take up all the tech advancements, or perhaps reference Craig, or have him come over? Or I could have him invite Xander to the Convention.

I had more than planned to have Craig come over. Xander would take care of the major problems Earth has, Craig works on getting tech ready to go for the populous.
