If you choose to start with a tech, you start with that tech's benefits.

And otherwise I start with two technologies, but need ten turns before I get a new one, right? Maybe I should look up that part in the rulebook...

What? No haha. You start with no tech, like everyone else.
But you could, as your bonus, start with a tech, or start with free over-time research towards tech.

Just add more. They will count as kids in their first epoch, which means that they have to be fed and are useless, but afterwards, they will enter your workforce.
There is a limitation for how much you can add. Underdevelopped civs start at 50% of the total population, that's 3 pop addable each epoch.
