Hmmm... Yes, well, remember that you'll have to maintain techs which means that even after you researched, you'll have to assign 1 population just to preserve knowledge.
Of course, if you are not going to rush out swordsman and storm your neighbors, your bonus isn't going worth that much.
Which makes sense because attacking in mountains is a nightmare. What would you like instead?

I dunno, I just felt like saying how my ability seems a bit underwhelming considering how everyone else can either compensate for the upkeep and be equal with me or just blow my units out of the water when they have the same tech as me.

Perhaps you should take, like, +1 Raw Material per epoch in the capital for free. That will let you build quite the industrial base rapidly and easily out-produce military civs. Or spawn a free top-tier unit at no cost if attacked.

Well it's still "we're a bunch of stupid people who messes around with tools they make." So the top-tier doesn't make much sense, unless the corkscrew is now the world's greatest weapon. +1 RM seems cool though... but I;m just not feeling it.
