That was a few weeks after gold was discovered at Sutter's Mill. The inflation began long before big business came in.

The illusion of "making it big if we drop everything and head to California" will compensate.
Right now, Cali is a territory, but with the Rush, it'll become a department of the Empire and infrastructure will have to be made to accomodate the population and travel. At phenomenal rates. Especially agriculture, California's second Gold Rush.And with the Empire not committing genocide on Native Americans, whose population is in the hundreds of thousands, we'll try to coexist. We'll let them come to progress instead of forcing it on them.

He was also a Mormon. What does it matter where he's from. There are shrewd business men everywhere. There'll be Mexicans that behave just like Samuel Brennan. It's just a fact of human nature.

Well, that all depends. People are quite unpredictable. You would likely get immigrants from all over the world. Different races and religions. Racial and religious tension that could explode into violence. As the gold rush started to end, violence became rampant as miners fought each other for scraps. Some will make it big and will likely go back home. Others will be broke. It is the ones who lose everything, the 99% (random number) who will form the majority of your population in California. You will have some of the Strikers who will remain but most will go home. Safer at home than in the mining towns.
