Charles is the great grandson of Charles VI, who goes down in history as the founder of Austro-Spain. Charles VII of Hungary, was son of Leopold II, and he has ruled for 4 years after the death of his father. He is currently married to Maria of Bavaria

Absolute Monarchy, albeit soon about to transfer to a constitutional monarchy.

Basic History of Nation:
After the ascension of Charles to the position of Holy Roman Emperor, and Arch Duke of Austria, he would rule with a strong hand. And bring glory to Austria and the the Hapsburg family. And when his cousin, Charles II of Spain, died, he claimed the throne, successfully. He was crowned Charles the III of Spain, and this would be the accomplishment of his leadership. ITTL, his son Leopold doesn't die young, and is groomed to be the next leader of Austro-Spain. The reign of Leopold John is quite normal, and has nothing out of the ordinary happen, however, his son Leopold II, has to go through the Revolution, and has to hold the nation together at the French Invasion. He would abdicate the thrown early, and hand the crown to his son, and the current King, Charles IV and II.
Basic Summery of Current Situation:
The Austro-Spanish Empire is in a position that could either lead to glory, or cause it's demise, as the country is separated between the Iberian, and Austrian halves. They are currently holding a large influence over the Duchy of Bavaria, and others in South Germany.
Basic Plans for RP:
Hold the Empire together, unite Iberia, and Austria, and re-form the HRE.

No can do I'm afraid, currently Taganian Unified States is controlling all of the US, however I may be able to work out some kind of compromise so you can split the US between you.

Rumors were that the hair was that way because Buddha had bestowed him with the power to burn nations to ground, which he did do to several nations in his way
