Not really. I mean, you have some rebel groups who have tracks of land, but mostly its all run by the MCs.

Body Form: Genetically modified human(Tougher, stronger musculature and bones, stronger circulatory system, the works) Has her arm replaced by a prosthetic one.

Personality:
Furia is a complex person. She disdains the knights of the Scale, though she leads heads a elite group within them for she believes that only by committing the most heinous of deeds can the world be truly be cleansed. And at the end of all that. She too must be cleansed. She finds great sadness whenever she must kill another but resolutely continues her goal.

Skills:
Genius: By all accounts, Furia is an honest to god genius, when it comes to working with her hands. Her weapons and combat drugs are always exceptionally well made and far more dangerous.
"Tiger" tamer: A good deal of her chemical knowledge is dedicated to the creation of Tiger and her variants of it, "Supertiger" and "Toratoratora"
Demolitions expert: Give her ten minutes with a structure of the building and she'll have a way to take it out while causing the most damage.
Dirty fighter: Hidden weapons, feints, even throwing sand, there is little she won't do to win.

Starting Location: Knight of the Scales headquarters.

Bio: Few people grow up the way Furia, born Emma Vectorn, sole heir to the once great MC, Vectorn International. However, Furia was born with a strong sense of Morals. From an early age she fought often with her parents about the treatment of their workers, however, her parent's heeded her no mind. Perhaps it was this that drove her to do what she would later in life. Or perhaps it was when she caught her nanny being raped by her father. Either way, something changed deep in her mind. Something that shouldn't have broken... broke. Two days later, Knights of the scale stormed the compound, only to find their targets had been pinned to the wall by large stakes, and a little girl, painting a message in blood on the wall.
The message simply said, "Furia has come once more, fear not for your lives, but for your deaths."

After that she was quickly spirited away by the small group of Knights that sought her parent's deaths and began teaching her the ways of killing. Little did those who took her know that she'd grow up to be one of the most brutal knights the organization had ever seen. Eventually though she saw the same patterns of people drunk on power her own society, though while they were doing good, they were showing signs of committing the same sins that the people they strove to destroy did. At the age of 27, she began to quietly form a group within the Knights, who would eventually become known as the Children of Damocles. Each of them, went through chemical conditioning to implant their battle plan withing their heads, all under the guise of getting rid of weakness in their minds. Each of them also had their hearts removed, and replaced with a nuclear detonator.

In addition, it sends the user in a very long term adrenaline rush, causing the body to become stronger, faster, and tougher, and kills any sense of pain the user might have at the cost of serious muscular and mental degeneration if used for extended periods of time.
It is supposed to be administered via injection but can be dried up and ground into a powder and snorted.

Toratoratora: A concentrated form of a brainwashing serum. It's used for interrogation and brainwashing.
It primarily is administered primarily via extended ingestion.

To be honest my character really should be accused of human rights violations (if those exist). Because he'd probably be convicted.
