We have plenty of shipbuilding, there is an entire ring around our world that does so, it's just that there's no point to build anything so soon (second week of arrival here). Plus, it's not like we don't have enough ships (2000 ships were stationed on Arcturus 2 at the times).

The Taari have something known as the "Classification Day." It's when the mother goes in, finds out the gender of the child pre-birth, and then the child is given a designation in the Remnant's Hierarchy: Civilian-ranks/jobs, Military-ranks/jobs, or Royalty... among other things.
