People call it The Fall. Though it didn't happen in a day, but over the course of years. It began in 2015 as growing socio-economic uncertainty spread across the globe. Mass immigration at an increasingly uncontrollable level destabilized entire economies into collapse. Violence spread as war cropped up along political, economic, and ethnic lines. Religion played a part too, though, no one talks about it much nowadays. Most of the old texts have been lost anyways. All of this continued until 2021 when India and China went head to head over natural resources in Africa and Asia. Culminating in a joint Pakistani-Sino nuclear strike on India. Millions died and tens of millions were displaced. The violence spread as terrorism and chemical warfare raged in the Middle East. France became divided by Civil War with a Christian North fighting an Islamic South. Italy and the Balkans raged ethnic conflict while the British closed off the Channel Tunnel in a vain attempt to protect themselves.
By 2025 all Continents home to permanent Human habitation was suffering from rising food costs, conflict, and disease as biological agents released in these increasingly deadly conflicts spread with the rising tide of refugees. The collapse quickened until in the Netherlands a professor working on cancer research announced a cure. Little did he know that once released into the water supply where it would solute and spread to target cancer cells in victims it would become viral. The mutation came months later as people complained about various symptoms from lesions to growths. Then the deaths began as people mutated into ravenous beasts or simply died. Humanity, already on the brink, collapsed seemingly overnight as the death toll spiraled. Those that didn't die from the virus fell by all the other means listed so that by 2030 the total Human population of Earth numbered roughly 400 Million. Yet, it still declined further with the passing of each year.
But it didn't stop there. Resources were in short supply as year by year nature reclaimed the Earth. Climate change didn't halt with Human expansion ending. So the oceans rose, swallowing entire cities and regions. The chaos didn't end as the loss of land caused increasing warfare over any scrap of food, clothing, or resource available.
It is now Post-Fall (PF) 789 (circa-2800). Humanity is sparse and far between. Taking generations to reform coherent communities and local affiliations. To produce stable farms and societies. To construct a hierarchy and way of life. This is the present...this is the world of Saga.

(As with the premise, the OP portrays events that may be highly inaccurate to the understanding of the peoples of the 29th Century due to the massive loss in information that transpired. Sources and dates along with reasons for the fall may be highly fictionalized, revised for political reasons, or entirely made up to cover up that nobody actually knows what happened for sure).
The Role Play
The Role play is set in PF 789, and within the former Western Coast (primarily North-West) of North America. The world of Saga is roughly that of the High Middle Ages in technology though with some differences. Alchemy and Magic/Superstition have replaced Science. Thematically it is much akin to the Witcher or Emberverse series. The world seems fantastical from our perspective but its skewed, messed up, and with a few screws lose in its cranium.
The role play focuses on two key points. Regional/Local power struggles and character interaction. It is a character role play that is survivalist in nature. This world is brutal, so I'll be pulling out all the stops if people think that moments of serendipity will occur frequently. Mess with the wrong NPC you may get an arrow in your back or a knife in your throat while you sleep. So pick an agenda and remember, numbers increase survival.
The regional/local power plays revolve around the newly found realms in North Americas North-Western landscape. Much of the area is Neo-Feudalistic in nature and frequent conflicts and treaties regarding land, wealth, commerce, and resources occur. Character wise you'll be either part of a faction/group or solo trying to achieve your agenda.

Map of North America circa 789.
Much of the North-West is dominated by The Vyrengaard Empire. Vyrengaard's core territory is the Island of Vancouver though through diplomacy and war it has expanded to the surrounding areas and occupies much of Western Washington State and Northern Oregon while pressing East to control much of British Columbia and Southern Alaska. The other parts of the North-West and West Coast of the United States are populated by feuding Kingdoms, Duchies, Counties, and villages.
Several Religious Orders abound with the dominant religions being Neo-Shamanism, Wicca, Reformed Christianity (Mostly in California), and Neo-Paganism. Most have Militant Orders as well and religious feuds between them are common place though different areas have different laws regarding duels and bloodshed over such things.
Two organizations due exist that are supra-national. The Order of Magi which are adept Alchemists and Knowledge of the Arcane. Centered in the Free City of Salem (Oregon). The second is the Order of Hunters that through the right price offer their services as professional monster slayers of the various mutants plaguing the region.
