ABOUT THIS RP
It happened within months. At first it was a few dozen terrorist attacks. Then a few more. Finally totaling over 2000 different attacks over the course of a summer. Over 19,000 dead. And all in the United States. People were scared. They began rushing to the markets, buying the necessities, but supply soon ran out. There was too much demand, not enough supply, prices skyrocketed. Riots ensued. The price of the dollar began to drop, and the world's economies began to crumble. By 2017, the nations of the world were no more. Large wars were fought across all continents with the surviving governmental entities dissolving into warring factions. Most of the inland was largely abandoned, the land too damaged to sustain life for the most part. This left the ports of the world, now shells of their former selves, and many without power, as the only havens for humanity. New York, Los Angeles, New Orleans, London, Shanghai, even Caracas, all flooded with refugees. The operating governments within the cities tried to restore order, but several to no avail. Eventually the ports began to have some semblance of order, but barely. Currency was worthless, making way instead for barter.
During this time the navies of the world began fighting each other, reducing their sizes considerably. Once word came to the captains they had no countries left to fight for, they began living permanently at sea, hoping to wait out whatever was happening on land.. Hostilities still continued, and the Second Golden Age of Pirating soon began. Former allies turned on each other, and the once large fleets of the world were no more.
It is now 2025. The world you knew is gone. Those few cities that had regained a government are isolationist fortresses. Some new cities have sprouted along the coasts, but are constantly plagued by raiders and the warring factions. This makes travel on land extremely dangerous, and is mostly avoided by the ships that now roam the seven seas. The past eight years have seen the number of large naval ships shrink, and smaller craft grow. Pirates roam the seas, and it is normally every man for himself. The unwritten rule is to not attack fellow countrymen or former allies, but even now this rule is scarcely followed. The former military ships are now floating fortresses, some even containing a platoon or two of infantry to use as boarding parties or raiding parties. Due to the lack of supplies, ventures on land become increasingly common, but normally away from civilization and at the cost of leaving the ship highly venerable.
Naturally, all NationStates rules still apply.

Godmodding (yes, that includes carrier battle groups and nuking enemy fleets) and metagaming are severely frowned upon, so don't try.

OP/Co-OP's word is law.
Rules for creating an app are simple, all ships available in 2017 are allowed, but keep the numbers realistic. No 50,000 man aircraft carriers or 5-man battleships. Entire divisions making base on a carrier isn't realistic either, so don't try it. A platoon at most.
