Sonic Scream, Levitation, Spell Casting, Shape Shifting etc. Superman MUST have his kryptonite, so Restrictions are what can't they do with their power or what balances it. They can only use it when they genuinely need it? They can't use it for more then five minutes without serious side-effects? Some things are allowed without points. A pegasus has wings thus it can fly. A raptor is fast thus no points are spent in speed. These "natural" abilities should be listed in the character's description, however.

BACKGROUND
Education or Training: High school education, self-training for 3 years.
Character Background/Biography:
Malal Kon was born in a forest in Maine, a couple miles away from Canada. His mother was a half-human minotaur and his father was a full minotaur. His parents often took him hunting in Maine or across the border. But when Malal was 9 months old, the US army killed most of his family and friends. However, when his life was in most peril, he learned how to transform into a human. He was rescued by the US army members. They asked him for his name, and he said Matthew Kon. They took him on a road trip across the Northeast US before returning to West Point. They put him in an orphanage in New York.
Malal, because of the stress, forgot how to shapeshift again and began to lose his memory of his parents. The only thing he remembered was crawling out of a flaming house.
Matthew was adopted very quickly by the Morton family, where he got his surname, and he was raised in New York. When he was 7, robbers tried to rob his house. He discovered his ability once more, and scared them away. This time however, he kept it, and loved to run around the alleys of New York, alone of course, in his minotaur form.
He had a normal life, until he was 17. His parents attended his high school graduation. He was 17 years and 7 months old. However, two months later he was looking for colleges when a fire burned down his parents' house exactly 17 years after his old parents were killed. When they were in the hospital, they managed to tell their son he was adopted and he was from West Point. That was all they knew. Matthew went to West Point a night, and he somehow managed to sneak in. He found the file named Minotaur and opened it. What he found was his background. He got out of there, and read all of it. His memories were coming back to him.
After attending his parents' funeral in New York, he went back to his birthplace in Maine to train. He trained for three years, until now. Now he is ready to see the world and find minotaurs once again.

Brief Description: A young adult minotaur who's travelling the world, looking for someone of his own kind.
I like him. Quick comments:
Shapeshifting. Be careful with this one. Although it's nice to be able to "insta-heal", no amount of shape shifting can heal someone if they're facing magical items designed to tear apart others while they shapeshift. Likewise, things embedded should stay embedded, such as a bullet to the heart or a lance to the brain. Cuts and slices and broken bones etc would heal just fine.
Primary Objective. As Fvaar explained, there are minotaur in the setting. A herd has integrated itself into the Burrows. They are plain, ordinary minotaur that lack any shapeshifting ability, and their social structure is set. They engage in preferential relationships and establish hierarchy at a young age. If a newcomer is added to the current herd, you see the highly ranked minotaur test the new arrival until the new minotaur finds a spot in the hierarchy. So our Mr. Morton might find himself butting heads with the older bulls, and fending off feigned attacks from the adolescents. Or they may opt to refuse him completely because he's a shapeshifter. That's good news for Mr. Morton - his quest doesn't end the moment he arrives.
He's accepted in PL. I can work him into the setting any time. All characters start off the same way. I'll post his arrival once you're ready to play.
