Yup, everybody was there, partially by Amanda's unstated desire. She wanted Rmwtyliin, Septimus, and Rodney to study the Judge while she talked to him.
IC, Amanda regards Rmwtyliin as essentially innocent, and would rather somebody who really screwed up be temporarily exiled from Ascalon. We may need to have a private discussion to decide what to do... if the Judge will let us.
OOC, we can do what you asked and lead Rmwtyliin through the rest of the meeting with the Judge while you're offline. He's going to make a proposal to us, and there will be some discussion about that. After that, shopping, but I think you'll be back by then.

Depends where. The Uppers has reliable repeat-customers who aren't too picky in taste. Labor and rent are cheap, but you'll have to splurge a little for guards (or just pay the mob to protect you) and no one's too big a fan of fancy, refined fare: food is not art, and treating it as such and charging handsomely won't work there.
The main city has far more picky clientele with a focus on new, exciting fusion flavors and high-quality food with excellent ambiance and presentation. Labor and rent are, naturally, more expensive, but people are more open to odd or strange cuisines and there's no need to pay extra for security.
Really it depends on what kind of restaurant, where you're locating it, and how much cash you have on-hand.
