They can easily overproduce wealth to the point of being OP.

Didn't someone say that earlier that they forgot to calculate costs for buildings or something?
I dunno, just that I've never seen any Volus player create that kind of wealth out the gate in any iteration of this RP in the past and it's not sitting well with me.
