Sun, Schemes and Revolution (OOC/SignUp) Military/Political

This is an old RP from two or so years ago that I quite enjoyed. Sadly, due to various factors, it never really got off to a good start. Hopefully, now that some time has passed, I can give it another go and hope for better result!

Overview

The RP will start in July 1964, the height of the Cold War. The setting will be San Splendido, a country which has been troubled with problems at almost every level of society for decades. The most pronounced problem, until recently, was President Garcia, who ran the country with a totalitarian fist, earning a reputation as a brutal dictator.

In the last few months, the situation has changed. The reign of Garcia's terror came to an abrupt halt when a popular protest against Garcia emerged in the capital, with the focus being in front of the Presidental Palace. After two days of protest, Garcia ordered that the military clear the protesters using force. The military refused, and once word reached the crowds below the Presidental Palace, angry citizens stormed the palace, killing Garcia while the military watched.

Following this, there was an uneasy political stand-off between the popular political movements and the military high-command, which was only ended by the first elections in San Splendido for decades. With the return of democratic rule, the newly elected President has a challenge before him - he has a strong military that weilds a great deal of influence over the political life of the nation, severe domestic and economic problems, as well as untold citizens of San Splendido that feel it is time to make a move of their own on the national stage.

There already is much division is San Splendido - the civilians mistrust the military for it's tolerance of Garcia's reign and the military are wary that the civilian government might destroy the luxury of the officer corp. The military is an unstable house as well; while discipline within the army remains strong, the reactionary politics of senior army figures is at odds with the generally pro-socialist sentiment in the rank-and-file, although the core of professional soldiers and NCO's are apolitical.

The division within the civil realm is even worse, with distrust and suspicion aplenty flowing between the three main political parties. The Progressive Party is struggling to disassociate itself from it's perceived tolerance of Garica. The Socialist Party is emerging from it's underground existence following Garcia's fall. The Central Coalition, meanwhile, suffers from a severe lack of popular support outside of the cities.

As if this wasn't a lofty challenge enough, the American Government and the Soviet Politburo have realized that the new found freedom in San Splendido is a opportunity for their nations as well, sending new ambassadors to the country in the hope of influencing the new government to align themselves with their respective spheres.

Be aware that I have changed some aspects for the sake of RP.

Goals

This will be player driven, and as a result players shall set their own individual goals.

Is the Minister of Finance and Trade patriotic enough to be determined to pay off the national debts, or pragmatic enough to embezzle funds from the nation to meet his own ambitions?

Is the head of the San Splendido Army content with modernizing the military and ending the rebel threat, or does he aspire to the Presidency himself, if he can gather enough power?

Is there a cadre of politically active officers in the army that despise the old military order and wish to purge it?

A journalist with a political vendetta, willing to cross any lines to get it?

The base rule this will operate on is that no player can act in complete isolation. If a player, for example, wishes to overthrow the government and establish a communist state, he must work with other players in military or political roles to make such an attempt possible. After all, no nation is built, or destroyed, on one man alone.

Political Situation

Following the disposition of the corrupt Manuel Garcia, elections have been held, though with the involved role of the Army in politcs at present, democratic expectations are low. The current government consists mainly of Central Coalition members, with the occasional concession of a ministerial position to the other political parties in exchange for support.

Politics in San Splendido are divided into three main parties:
Splendido Socialist Front: A loose collection of die-hard communists and more moderate socialists. Draws most of it's support from the agricultural and working classes and works towards ending the terrible income equality in the country. The more extreme elements of the Front have been associated with bandit groups in the nation's interior. Currently disorganized following it's supression under Garcia's regime.

Central Coalition: Mostly supported by the urban professionals and middle-class, and seeks to keep the status quo that has existed in the country by opposing change. The Central Coalition will not oppose any reforms that gain popular support, but will resist radical political change, instead it will "go with the flow" in terms of reforms rather than strive to make their own

Progressive Party: Populated mainly by the upper-classes, industrialists and military officers, the Progressive Party is anything but, as it strives to keep the situation frozen as to prevent any radical shift in politics and protect the lifestyles, businesses and livelihoods of its members. While lacking a large support base among the population, the Progressives have the largest political bankroll thanks to the numbers of wealthy landowners and industrialists that make donations to the party. There is a supposed association between the Progressives and a string of strange occurrences where opposition figures supporting reforms have been found dead in accidents or arrested for crimes, and there were extensive rumors of tacit co-operation between the Progressive Party and the regime of Garcia.

Character Roles

The characters in this RP will be divided into three main sections: Political figures, military figures and civil figures.

Political figures - Consisting of the current government and the opposition, these people have large exposure to the public and weild significant political power and control in their parties.

Military figures - Containing the officer corps and generals of the Splendian military, these men would appear to be the most powerfull segment of society. This is not the case, as the generals must walk a fine line on political issues to avoid causing discontent amongst the Centrist-leaning NCO's and the popularity of the Socialsit Front in the rank and file.

Civil figures - Made up of those individuals who work outside the structures of politics and the military, these figures can exert a great deal of influence on the population, but must be wary, as offending one of the more powerfull groups is a quick way to be exiled or worse. However, should civil figures develop enough popularity amongst the general public, they can insulate themselves from danger by simply being too popular to "dispose off".

Paramilitary figures - those figures who are involved with the armed political struggles in San Splendido.

Character Biography (At least four paragraphs, detailing your characters background): Luiz Cardoso is one of the most sucessful Splendido buisnessmen in the country. Upon leaving high school, he became determined to be as rich as the planters and landowners, who's great houses and plantations he walked past every day to get to school. The son of a local doctor and a nurse in the poor interior of the country, there was only one way Luiz would amass such wealth: he would need to earn it.

Starting off at twenty with nothing more than a old truck he bought with his savings, Luiz started off his buissness by hiring himself out to transport agricultural produce from the farms in the isolated interior to the cities, saving farmers days getting to market. By the time he was twenty five, he had another two trucks doing the same thing. Before he was thirty, he owned two farms, and had two dozen trucks doing the same thing across Splendido.

From there, Luiz's fortunes prospered. Realzing that Splendido represented a huge, untapped economic potential, he quickly started up several new buisness ventures. Instead of simply shipping meat from the ranches into the city for a small fee, Cardoso bought the meat, had it smoked, processed and canned before being shipped on. Rather than sending the grain to the city to be sold, he bought it from the farmers, had it baked into bread, and sold.

While doing this, Cardoso made sure that he gained an education that he hadn't been able to gain as a child was made up in his adult years. The books that his mother and father had struggled to afford (and that most in his village and region could never have afforded) quickly filled his mind with knowledge as his bank account filled with funds.

Some ventures failed, notably an attempt to produce furnature in Splendido for export, but these were blips on a otherwise upward climb. By the time Garcia was deposed, Cardoso was one of the leading industrialists in the country, and the only one to be Splendidan born. With his ownership of nearly two dozen farms, two bakeries, two food canning plants, a distillery and a meat-processing facility, numerous accounts on Wall Street and in Swiss insitutions, as well as his "rags-to-richs" story made him the popular choice to the when it came to appointing a Minister of Finance and Trade, though his appointment has caused some to question how suitable a self-taught man with rudimentary schooling is for managing the economy of an entire nation.
Character's vice (for those handy political scandals): Cardoso is a compulsive gambler and drinks heavily. While open-handed with his workers, he has employed some of the best accounting firms to ensure that his taxes remain as low as possible.

Playing as the head of the national police would be best for the present until the RP fills up. If you want to swap out later, we can RP it away as your character asking for a demotion (or getting demoted anyway!)

Character Political Stance (if any): A political stance, especially when it comes to the minutia of monetary policy or land reform or inheritance taxes, is a luxury that the President cannot afford. He has made his career on what might be called 'political freedom' - the right to vote, to speak out, to form political parties, and to criticize the government without fear of violence. He believes, and everyone knows him to believe, in the sanctity of these essential freedoms. Everything else is window-dressing.
Character Biography (At least four paragraphs, detailing your characters background):

Felipe was born in September of 1911, in a middle-class family in Puerto Splendido. His father was a tailor, and his mother was a home-maker. Felipe is old enough to remember the dictatorships that existed before Garcia, but his family was apolitical and rode out the situation as best as they could. His father, Miguel, was himself a social climber - his father had been a domestic servant, and Miguel had scrimped and saved for decades in order to afford his store. As such, he devoted his life to making sure that his son Felipe could do better than being a tailor, just as Miguel had done better than being a valet.

Thus, Felipe attended a parochial school, and got the best education that a middle-class boy could get. He was a studious and hard-working young man, and for much of his young life, he planned on being a doctor. The turmoil of the Great Depression, however, saw him involve himself in student movements, and he played a small role as an organizer and protest leader in helping to overthrow the geriatric Marquez regime that came to power shortly after World War I. This experience was profoundly important to his young life, even though it led to no lasting political change.

He thus switched his profession from medicine to law, and became certified as a lawyer in 1936. He practiced law until 1956, but gave it up after the infamous "Carmelita 7" trial. The Carmelita 7 were a group of bauxite miners who had attempted to organize the strike; in response, the company had hired thugs to beat them within an inch of their lives. The Carmelita 7 hired Felipe to represent them in court, but despite an air-tight case, the mine owners bribed the judge to throw out the case on a technicality two weeks into the trial. The misery of this miscarriage of justice pushed Felipe out of private practice and into the field of political agitation; it also won him tremendous respect from the people, which made it too dangerous to simply bump him off.

From there, Felipe Obregon became one of the dictator's worst enemies. He initially restricted himself simply to representing organized labor, but by 1960 he found himself at the head of a truly national movement against Garcia. He was instrumental in gathering the forces of the July '64 protests, and led them from the front with a megaphone in his hand as he demanded Garcia address their grievances and permit elections. When the military abandoned Garcia and the elections occurred, he was the only man with a hope of winning it, and he did so, handily. Now, he is the President, and his only hope lies in preserving his position as the indispensable man in the middle, the one man who can organize all the factions and keep the government lurching forward in some semblance of order.

Character's vice (for those handy political scandals): Obregon has been married for 31 years, but he's been estranged from his wife for more than 20 of them. The two are not technically divorced - that being impossible in a Catholic country - but their lives parted ways a long time ago. Mrs. Obregon has been living with another man for a decade; Mr. Obregon has kept a revolving harem of 16- to 20-year-old mistresses. When it became apparent that Felipe would become President, the two came to an agreement about reconciling with one another for show, but they both maintain, and acknowledge, their affairs on the side.

Heh, of course!

You'd need to build up a network of like-minded conspirators, and do some serious planning, however! Can't be risking one of your fellow officers turning you in. And you'd better be sure that the troops under your command are loyal. And you'd better have a plan to deal with the aftermath of a palace coup!

Character Political Stance (if any): Independent
Character Biography (At least four paragraphs, detailing your characters background): Brett Kingsley was the son of a local inspector named Drevon Kingsley and his mother Molly Kingsley in a small town in 1930. As he grew older, he became a bright student in his class and began to develop a interest in reading books. Some of his favorite genre's were Mystery,Political, and Wartime novels or biographies about something. In the year 1942 when World War II was raging in Europe, Kingsley began to take more of a interest in the world of politics. He began to listen to radio broadcast and any information he could find about Germany as to how they were able to wage the war he was hearing, along with the political situation of the time. As the war in Europe ended in 1945 and the nazi's were getting rounded up, Brett decided embrace the idea of no party affiliation due to how parties seem to destroy countries rather then actually enhance anything then violence.

During his High School years, he began thinking on ways to expand his influence into politics, and soon began the study of law as one of his majors. He was a exceptional student, earning good grades and he seemed to grasp the concept of it quite well and soon was sent of to a University in the United States to further his intellect. When he returned to Splendido after the schooling, the year was 1950 and he was twenty years old. He decided he should follow in his Father's footsteps of becoming involved in Law Enforcement and he was apart of the Splendido Local police forces, in various different towns. It is here, he began hearing of one of his favorite mentors, Heinrich Himmler, and how he used the police forces of Germany to strive through military power, while still being loyal to the leader.

During the year 1955, he was named Captain of his district in the police force. He was rising through the ranks quickly, proving himself to be a wise administrator, along with his stance on crime. He began to get involved into Military tactics and knowledge, studying more of Himmler with his creation of the Waffen-SS military wing. He began to adore his strategies more and more. During his four years of studying and being a Police Captain, the Chief of Police had decided to resign in 1959 and appointed Kingsley as the new Chief of Police. He accepted the position with honor, and moved to modernize and improve the tactics of his local police force. By 1962, his district was named one of the most safest places to live, since the efficiency of the police made it easier to combat local crime. He soon began to see how his nation was taking a huge downturn from the various powerful groups in his country, but being the Police Chief, he had no real power to do anything.

It was the beginning of 1964, he was Thirty Four years old when he was chosen to become Head of the San Splendian Police Force. Which was the national police chief of the entire country, he eagerly accepted the position, and was inducted into office in July. He is now beginning to enforce changes in the nations police force, that will lead to the security, and protection of Splendido as a whole.
Character's vice (for those handy political scandals): Kingsley is often known to be a bit full of himself, as he can overstep his boundaries at times. And that in itself leads to problems. He also is not afraid to criticize various problems in society with no care in who he offends to do so. He is just here to do what's right, and anyone in his way will be an enemy in Kingsley's eyes of progress.

He was a exceptional student, earning good grades and he seemed to grasp the concept of it quite well and soon was sent of to a University in the United States to further his intellect. When he returned to Splendido after the schooling, the year was 1950 and he was twenty years old. He decided he should follow in his Father's footsteps of becoming involved in Law Enforcement and he was apart of the Splendido Local police forces, in various different towns. It is here, he began hearing of one of his favorite mentors, Heinrich Himmler, and how he used the police forces of Germany to strive through military power, while still being loyal to the leader.

During the year 1955, he was named Captain of his district in the police force. He was rising through the ranks quickly, proving himself to be a wise administrator, along with his stance on crime. He began to get involved into Military tactics and knowledge, studying more of Himmler with his creation of the Waffen-SS military wing. He began to adore his strategies more and more. During his four years of studying and being a Police Captain, the Chief of Police had decided to resign in 1959 and appointed Kingsley as the new Chief of Police. He accepted the position with honor, and moved to modernize and improve the tactics of his local police force. By 1962, his district was named one of the most safest places to live, since the efficiency of the police made it easier to combat local crime. He soon began to see how his nation was taking a huge downturn from the various powerful groups in his country, but being the Police Chief, he had no real power to do anything.

It was the beginning of 1964, he was Thirty Four years old when he was chosen to become Head of the San Splendian Police Force. So, he was appointed police chief by Garcia, six months before the regime's collapse? He's going to have to justify himself to Obregon.

What do you mean by "improving" or "modernizing" the police force? Do you mean that he introduced things like modern (as they were at the time) forensics and shelling out for things like car radios? Or do you mean that he just ramped up the brutality?

Making them more trusted, and modernizing with like radio's and such.

I realize you said it was a secondary character to be opened up later, but is there any chance I could grab the Second Division instead of a higher ranked position? The character I've got in mind wouldn't really work for a cabinet or or overall commander role.

I say let him take it. As the op, you shouldn't fixate yourself on any one character; you will probably have to play as the rest of the cabinet.

Character Biography: Emanuel Ibarra was born October 16^th 1916 to Coronel Francisco Ibarra and Julieta Garza, a peasant woman from Dorado. The early years of his life were spent among his extended family in Dorado, but at the age of 7 his father received a promotion and was made commander of the local military district, necessitating a move to Gomez. Emanuel initially was distant from other children in his new home, missing playing with his cousins and friends in Dorado. While he eventually overcame his initial shyness, Emanuel remained a quiet and reserved child for much of the rest of his childhood. His mother worried about him, but his father recognized that the quietness came not from agoraphobia but rather from a deliberative mind. Francisco nurtured this and set Emanuel on the path of scholarship.

In 1934, after completing his secondary education, Emanuel traveled to the United States to attend the University of Notre Dame. He received a Bachelor’s of Science in Engineering in 1938, and in 1940 received a Master’s of Engineering from the same school. One week later he married his girlfriend of several years, Cristina Silva, a young Argentine woman. He began a PhD program but dropped out from it and returned to San Splendido after receiving word that his father had died when his car careened off of a mountain road.

Emanuel attended the funeral of his father where he met a number of his father’s colleagues. One of them offered to take Emanuel under his wing and soon Emanuel was a junior officer in the Splendido Army. Although a gifted administrator, Emanuel truly shined at employing tactics. His deliberative mind allowed him to pick apart situations and determine the best use of the assets at his disposal. He was charged with hunting down violent dissidents. In 1947 he travelled to Fort Gulick in the Panama Canal Zone and received further military training at the US Army School of the Americas.

In 1948, Then Capitán Ibarra was sent to root out a group of communist rebels operating from the mountains just to the north of Diablo. Through allies among the local people, the rebels learned of his coming attack. Recognizing that they would be outgunned and would at best kill a few soldiers before dying themselves, the rebel leaders elected to flee west across the Rio Verde and into Costa Mosquito. The army forces caught up with the rebels, resulting in a deadly firefight. Emanuel was attacked by one of the rebels, resulting in a grapple that saw the two fall off a ledge and slide to the bottom of a ravine. As the two recovered from their fall, Emanuel was shocked to discover that the rebel was his brother Diego, whom Emanuel had been estranged from for a number of years.

Diego revealed that their father had been coming to Dorado to discuss the possibility of him using his influence to assist a communist revolution in San Splendido against the increasingly brutal regime. In truth, his father’s intentions were betrayed to the regime and as a result he was assassinated. Diego entreated Emanuel to join them in fleeing to Costa Mosquito and joining with the communist revolutionaries, but before he could make a choice the firefight ended and Emanuel’s men began coming to retrieve their leader. On Diego’s insistence, Emanuel executed his brother as his men approached. Emanuel included his relationship to Diego in his report on the incident, and when questioned on the matter simply replied “He was a communist and a traitor.”

With a now established credential of loyalty to the regime above even blood, Emanuel saw his fortunes rise even more rapidly than before. Only with his wife Cristina did Emanuel reveal his newfound cynicism and disillusionment with the regime. He carefully maintained the image of loyalty while also ensuring the steady growth of his power base, the only thing he could be sure would guarantee his safety. In 1961 he returned to Fort Gulick to gain the benefit of the specialized anti-communist insurgency training the School of the Americas was now running on the orders of President John Fitzgerald Kennedy. After returning from his second tour at the School of the Americas, Emanuel was placed in command of the Second Division.

Emanuel was in the room when the order for the Army to suppress the protests came in. His colleagues were preparing to execute the order when the quiet, deliberate voice of Coronel Emanuel Ibarra made a suggestion. “Let it happen.” After a brief conversation, the heads of the Splendido Military decided that the threat to their lives from an increasingly unbalanced Garcia and the certain death they would face by attempting and failing to repress a popular uprising left them with a single course: to allow the protesters to carry through and overthrow Garcia.
Character's vice: Several members of Emanuel's family are members of El Camino Roja, including one of his two living brothers. So far, only a handful are aware of his involvement in the military's decision to not intervene.
