I'd say the type from Halo 2 and 3. The army and air force will have the armor from Reach.

Could I say that there was a supply problem and I'm yet to recieve the updated uniform and keep the one from Reach? I prefer the look of it

You're going to have to change the armor. Also, you'd have to change the Branch because there isn't a Spartan Branch yet, and your guy is only a Spartan I. You'll have to be a badass Marine or ODST.

It's technically called the Orion project and was canceled due to side effects in augmented individuals and cost issues. Halsey named her project the Spartan-II project out of recognition and respect to it, but they were pretty much seperate.

Not really. The novel Glasslands talks about life on Sanheilios some. Like how children are seperated from their parents and not told who their parents are so that no favoritism is shown. There are some other tidbits you might find useful if you want to look them up.
