It's rather strange - but yeah, this should be the way to go. Don't rely on it too much, technology fills the gap where ninjutsu can't, or something like that.

Konoha is still under attack, but the Masked Man shall be leaving soon. I believe Rebel's character, Aido, helped many civvies evac, Usagi could do the same and maybe strike up conversation with him.

My Assessment, in the form of Tropes:

HSQ, Sequel Escalation, and potential for So Last Season and Can't Catch Up and We Are Team Cannon Fodder (especially avoid that last one; since RPing is a collaborative effort, secondary characters need to be deliberately intended, not accidentally written as a result of overdoing the enemies, or else it would be like a Star Wars game where you play a member of a team of rebel soldiers only to realize that the first boss fight is 30 Starkillers which it is up to Yoda and the guy who picked a jedi master to fight).
