I was actually going to ask about how advanced the technology in this universe 200 years after Naruto, do we already have advanced mode of transportation such as trains that will make it easier to travel between hidden villages, or about other technologies but then before I ask I look into the key word "technology" in this thread before asking and since it is already been answered that we will not going to talk about it pages ago, I decided not to ask it.

First Phase will be held in the Forest of Death, outside of Konoha, doing the written test/survival course that Altannia suggested. Next one is probably a single question type of deal before the match ups, something like what they had in Shippuden where they asked a team which member they would leave as a decoy. Correct answer is no one - team, like ohana, means family and family means no one gets left behind.

I will be having Koname focus on using her water style to extinguish the fires in the village and minimize the damage.

I did said all Genin...hmm...let me edit it and said that some of the Genin who hasn't been briefed are waiting. So there is some kind of wave 1 and wave 2 for the Genin. Currently it's wave 1 of Iwa Genin who's been briefed, after it's finished whoever left will be filled to the wave 2.

War is imminent, tensions grow as the Leaf looks for someone to blame, and rather than ostracize the Uchiha, they accuse other Shinobi countries and clans of orchestrating the attack. It'll get heated heavily as the Chunin Exams end, and we'll probably have the war start in the time skip.

I did not notice a huge problem here. But I see what you are saying.

However, some names do make sense that people would know. For example, many people in Naruto knew about Hashirama and Madara I believe. So, having people reference Naruto or Sasuke is not too unbelievable. Or even the three great Sannin.

But say...Referencing TenTen or Ino would be a line that should not be crossed I suppose. Unless one was super into the history of weapon specialist or something.

If I may compare, I think it is important to note how American founders are treated. Unless a person has a particular interest which allows them to know off the top of their head how specific figures thought of specific topics, most people just revert to "The Founding Fathers". It is not exactly a common thing for it to be so specific as to say in response to seeing something perceived to be unconstitutional as being "something that James Madison would scoff at," despite the fact that he wrote the thing and provided plenty of legal interpretation of the document as its author and thus is hugely connected to the US Constitution in a way that no other founding figure was, but is not under the purview of general knowledge and thus most would just lump a bunch of people who had different personalities and opinions together and say "The Founding Fathers would scoff at it."

Given that, unless there is a particular reason to know a particular member of the Konoha 13 particularly well (I.E. the person being the founder of a clan which the character is a part of, and thus has the clan's oral tradition, legends, and maybe a biography or a few focused on the person from which the character may draw [sometimes inaccurate] information and thus might feel some need to compare to), or the character is just the kind of nerd who would know that kind of thing. Otherwise, I think that most Konoha residents will end-up using "The Konoha 13" in the same way other people might use "The Founding Fathers" in that they will probably just sorta blend together into a singular entity where people just sorta know a few facts about some of them (I.E. knowing that Washington was a President, but not knowing which ones among them wrote the Declaration of Independence, Common Sense, and the United States Constitution [Jefferson, Paine, and Madison ICYDNK], or even knowing about some basic personality bits such as George Washington's being a very ambitious individual and being hotblooded in battle [when was the last time you ever seen Naruto and Washington in the same place at the same time?]) and ascribe things the person doesn't like as being disappointing to their collective will.

TL;TN;DNR version: general knowledge is limited; the Konoha 13 would basically be treated as a collective rather than a group of thirteen people with distinct personalities.

If you have it graded then the idiots (Naruto-type character) will lose. Merge Ibiki's test idea with the completing it in the Forest of Death idea.

Will do - true test is if all teammates make it to the center of the Forest, regardless if their test is completed or not.
