House could force the Families to take out freeside due to Enclave pressure, and there could be minor factions present.(My guys could be guarding a caravan from someone that made a stop there.)

Too soon, House is basically Castro so it would take nothing short of nuclear detonation to take him out.Probably someone high enough in a organization to bring attention but low enough that it doesn't cause a war outright.

I suppose the International Settlement isn't really important enough to be the scene of such a regional spectacle.

But if nobody else volunteers, I suppose maybe some crazy scientist or an industrial magnate will do nicely. The Settlement has too many of both.

One of my guys could be insulted in a bar and someone starts a fight (maybe with enclave) and then my guys finish it.

Number of Cars and Vehicles: A Small group of trucks and trading cars, along with some larger, more military level trucks fitted with larger weapons, brought with the mutants to carry them and the Stealth Boy shipment.
Views on the Big Three:
Enclave: Dislike and Fear, The Enclave is in the business of slaughtering mutants and Ghouls on a whim.
Legion: Mild Like. They function in a similar manner to the Son's of Antler, the strong ensuring safety for the weak, by whatever means neccesary.
Unity: Compelling Obedience. They have to listen to their master, if directly ordered. Though Davison is slowly escaping this through psychological therapy with the Ghouls.
