You don't necessarily have to be the Master, just commander on the ground. For example Autumn is not in charge of the entire Republic, just forces in the Mojave. Make the person your own.

The Master has an aim. That is literally everything to him. He wants to unify humanity, and he will continue working for as long as it takes. He'll be reduced to hiding, fighting with his own pseudopods, but he will continue towards his goal. He's Unrelenting, single minded (In a sense) and incredibly driven. He's incredibly intelligent, though ''he'' is made up of several seperate viewpoints. He can have a large conversation in a room on his own. He's also absolutely insane and utterly uncaring for loss of life and limb.

Hmm. Well, you've got the big showdown at Hoover Dam, but that should come later. You have the clusterfuck of Desert Ranger-Legion-Enclave bases in the south with Unity pushing in from Nipton. A Legion attack across Lake Mead at the Enclave's Camp Guardian in preparation for the Hoover Dam offensive is possible, or a Enclave offensive to take Black Mountain from the Unity enclave there. You also have the Vegas situation which is... Complex, what with the Enclave being a major power, but the Fiends being holed up in Vault 3, the Scorpions in Westside, the Kings in Freeside but an eviction coming, deathclaws along I-15 and cazadores on 159 and a bunch of super mutant breakaways at Novac on the 95, cutting the Enclave bases in the south off.
