EDIT: Also, looking at the map, if I read it right Unity has control of Black Mountain. While having ownership would be nice, I doubt Unity would possess it as the Super Mutants (in game) were remnants of the Master's Army, which wasn't defeated in this timeline. Unless I interpreted it wrong.

Simply placed there to give you a quick way to interact, as that's your northern base. COC could use its capabilities for their message. Also we need to update said map.

You won't have a choice. They are send about a advance party of 45 power armored soldiers to take Black Mountain as a forward base of operations to fight the Fiends for their energy weapons and to remove them from the region. Seeing Super Mutants will cause them to fire and would alert the factions.
