Like Hidden Valley is the main base, and all these other Chapters kind of answer to that one.

I would say a good three thousand considering Legion has the most and the Enclave has the least.
Wealth is probably low for you considering I don't remember the Master ever mentioning his plan for the local economy.
Use those points for secrecy and use the power of the Nightkin!
Influence and Might are probably 10

I'd think that super mutants would be far better troops than Legionnaries.

You mean they're gonna start the seventeenth Brotherhood?
There's the California Brotherhood, the Capital Wasteland Brotherhood, the Midwestern Brotherhood, the Mojave Wasteland Brotherhood, and now the Sierra Madre Brotherhood. There's gonna be a Brotherhood for all fifty US states at this rate.

It's always been a plot hole for Fallout games, considering that the Brotherhood (usually) hates outsiders and stick to themselves yet they're everywhere.

Mostly because people are like 'hey, let's call ourselves the Brotherhood of Steel cuz we have power armour' and then become a Chapter once they contact the High Elder.

I've never liked the Brotherhood of Steel; as a matter of fact, I took great pleasure in nuking their headquarters at the end of Broken Steel, in Fallout 3. I think they're a bunch of arrogant, self-righteous, glorified raiders. House put it excellently; they're a terrorist organization, which has no qualms about murdering and robbing people to achieve their misguided goal of hoarding all the technology for themselves. Frankly, I think the Brotherhood of Steel is just another raider organization, one that has absolutely no redeeming qualities; I'm always happy to wipe them out.
