Wait, how are the Van Graffs even a thing? They make money off of selling plasma weapons, however the only way to acquire them is from the Enclave, which was never defeated.

I placed it at IRL Carp, or a ways off to the map's north.

They probably made do with captured BoS laser weapons and Enclave surplus.
