This is an Alt vault 34 since you know Vault 34 was pretty much destroyed.

[4]Wealth - The Central Interstate Authority operates internally and in secret, which means wealth in accordance with wasteland standards pretty much never comes by and anything that does is stolen. It does however have some small front businesses in towns and sells pre-war weapons to make some profit.

[2]Influence - The Central Interstate Authority currently has little influence, other them intelligence gathering hubs in various locations.
[10]Might - Over the years, the Central Interstate Authority has built up Area 51 over the years since the war, and turned it into something similar of it's former glory. It has small manufacturing centers that can produce four vertibirds per month, twenty suits of power armor per month, and an operating medical center to deal with severe and minor injuries with an automatic medicine manufacturing capabilities. Overall, it has technology as advanced as the Enclave and is constantly building upon designs.
[0]Popularity - Due to not being known, not many rate it.
[9]Secrecy - Area 51 was hidden under massive waves of dust which storms brought in after the great war. This has lead to one entrance in and out while a large metal door opening from the inside. This gives the base a great defensive position, with automated turrets hidden around the door in case of any large attacks. Missions outside the base are conducted in regular wasteland clothes and no one really knows about the agencies existence.
Population: 600 people.
History: In the years before the great war, the Central Intelligence Agency was one of the leading intelligence agencies in the United States. With many operations on foreign soil, it was almost a chief adviser to the president of the united states when confronted with issues concerning foreign policy. As the great war came closer and closer to beginning and the president having his own plan outside of the CIA's personally involvement, the CIA was left to fend for itself when it learned of the possibility of the war going nuclear. Director James Mullen at the time decided to preserve what he could and in 2070 orders that Area 51, otherwise known as Groom Lake was to be fortified and all classified information, books, important officials, and excess equipment was to be based there.
In the seven years after the order was given nuclear war broke out, the base was then put under Omega 5 lockdown during the nuclear showdown with many of the officials dying before they arrived to Nevada. This left only around twenty of the most important individuals inside and led to the dissolution of the original Central Intelligence Agency. Over the years through inter-breeding within the population caused the population to grow and soon a new director was chosen to lead the remnants of the old Central Intelligence Agency. This Director known to the people inside as Richard Lampville, created what is known as the Central Interstate Authority who's stated mission is to "Restore the United States into original form". This has led to increased prioritization within the military sectors to prepare suits of power armor and weapons, for the upcoming battles ahead. Now we have Director Brennan Johnson, who will hopefully be the man to put Lampville's actions into play.
Goals: Grow the Central Interstate Authority, Re-establish Democracy, Build a wasteland intelligence network.

So yea...we'll see how this goes. I know Area 51 is not in New Vegas, but "technically" it is according to the fallout wiki as it is heavily referenced by the developers as shown here: http://fallout.wikia.com/wiki/Area_51
I want to place it west of Jacobstown to have it added into our RP.

It was because that I said that Area 51 was outside of Vegas since it wasn't really put in the game.
