And by connections I mean a Priest with a love of Ashur, or a shopkeeper who sells black market weapons, or a Guard who's been tipped off to look the other way

Which is possible if the Troupe start sniffing around in Black Hand affairs, but it makes more sense if they're connected in some way

They really can't avoid sniffing around. They're not a huge organization, but they're an intelligent and wealthy one. I could see them being peacefully connected, considering that the Troupe and Concert respect Ashur. I mean, the Concert does a lot more than the Troupe, but they both do to some degree.

Black Hand connections aren't always created for their connections to Ashur...
Usually the Black Hand makes a connection with an organization if they both benefit

Yes. They dedicate their lives to Ashur but Ashur is a benevolent lord who grants his followers extreme freedoms. The Black Hand is led by the Inner Council, who cares just as much as making the organization richer as it does serving Ashur

Bio:
Marcus Aurelius was born in the mysterious land of Ethium to a military father and a scientist mother, Marcus never saw much of his parents. Growing up in Ethium, Marcus' early years were strictly guided by his elders and superiors, who sent him to work in the ports of his particular city at age 11. The city he grew up in, called Palamore, was a port city, built into the mountains in western Ethium. It was Marcus' job to open the gates to the docks to the ship's cleared for entry. Because of this, Marcus would meet people from all corners of the world, and from all races, and he developed a connection with a trader from Lóndgrefenoffen, who stopped by Palamore at least twice a month. This man, named Olaf, became Marcus' friend from time he was 13. They developed a great friendship, Olaf taught Marcus the art of speech, and how to trade effectively. Marcus and Olaf were such good friends that Marcus pondered joining his crew and sailing the world, but Marcus had responsibilities at home.
At age 17, Marcus joined the Army, and was put under the Command of his father. Wearing the famous Ethian Armor, Marcus was on the front line at the border that separated Ethium from the chaotic nation of Zarvonus. During his five year service here, Marcus would kill more than 60 people while defending his homeland from Zarvonus, but those years haunt him to this day. Marcus returned to Palamore at age 22, and got a job back in the port, where he reconnected with his old friend Olaf. Now an adult, Marcus joined up with Olaf. Marcus traveled with Olaf to many nations and cities, but tragedy struck when Olaf's ship ran into a brutal storm, and ran aground on the northern shores of Ajir'novak. Olaf and Marcus were the only two survivors, but barely. When the Natives came, Olaf transformed into a large, wolf-like beast that slaughtered the natives trying to kill him and Marcus.
Olaf explained to Marcus that he was a member of the Black Hand, and that Ashur had chosen Marcus to be the next Alpha and lead the Black Hand, but first they would have to travel to the Citadel, the Headquarters of the Black Hand. The journey was long and treacherous, but Marcus and Olaf would arrive, and Marcus would meet with Alpha Elynheart, who would give Marcus a trial. Marcus traveled, alone, to Revelia, where he would assassinate a rich noblemen who turned on the Black Hand and threatened to expose their operations in the city. Marcus returned and was given the Gift of the Hunt by Ashur himself, and since then has lived in the Black Hand outpost at Talason, ready to act in the name of the Hand.
