Welcome to the United Nations Assembly!

OOC/Sign-Ups

The United Nations is an international organization founded in 1945. It is currently made up of dozens of Member States. The mission and work of the United Nations are guided by the purposes and principles contained in its founding Charter.

Due to the powers vested in its Charter and its unique international character, the United Nations can take action on the issues confronting humanity in the 21st century, such as peace and security, climate change, sustainable development, human rights, disarmament, terrorism, humanitarian and health emergencies, gender equality, governance, food production, and more.

The UN also provides a forum for its members to express their views in the General Assembly, the Security Council, the Economic and Social Council, and other bodies and committees. By enabling dialogue between its members, and by hosting negotiations, the Organization has become a mechanism for governments to find areas of agreement and solve problems together.

*To be edited in the future once more I gain more information

Peacekeeping forces are contributed by member states on a voluntary basis. As of 31 December 2013, the total size of the peacekeeping force is 98,200 police, troops, and military experts. European nations contribute nearly 6,000 units to this total. Pakistan, India, and Bangladesh are among the largest individual contributors with around 8,000 units each. African nations contributed nearly half the total, almost 44,000 units.

Peacekeeping troops are not ever heavily armed. They are there to assist the process of peace. Every peacekeeping mission is authorized by the Security. Once a peace treaty has been negotiated, the parties involved might ask the United Nations for a peacekeeping force to oversee various elements of the agreed upon plan. This is often done because a group controlled by the United Nations is less likely to follow the interests of any one party, since it itself is controlled by many groups, namely the 15-member Security Council and the intentionally diverse United Nations Secretariat.

If the Security Council approves the creation of a mission, then the Department of Peacekeeping Operations begins planning for the necessary elements. At this point, the senior leadership team is selected. The department will then seek contributions from member nations. Since the UN has no standing force or supplies, it must form ad hoc coalitions for every task undertaken. Doing so results in both the possibility of failure to form a suitable force, and a general slowdown in procurement once the operation is in the field. Romeo Dallaire, force commander in Rwanda during the Rwandan Genocide there, described the problems this poses by comparison to more traditional military deployments:

"He told me the UN was a 'pull' system, not a 'push' system like I had been used to with NATO, because the UN had absolutely no pool of resources to draw on. You had to make a request for everything you needed, and then you had to wait while that request was analyzed...For instance, soldiers everywhere have to eat and drink. In a push system, food and water for the number of soldiers deployed is automatically supplied. In a pull system, you have to ask for those rations, and no common sense seems to ever apply." (Shake Hands With the Devil, Dallaire, pp. 99-100)

While the peacekeeping force is being assembled, a variety of diplomatic activities are being undertaken by UN staff. The exact size and strength of the force must be agreed to by the government of the nation whose territory the conflict is on. The Rules of Engagement must be developed and approved by both the parties involved and the Security Council. These give the specific mandate and scope of the mission (e.g. when may the peacekeepers, if armed, use force, and where may they go within the host nation). Often, it will be mandated that peacekeepers have host government minders with them whenever they leave their base. This complexity has caused problems in the field.

When all agreements are in place, the required personnel are assembled, and final approval has been given by the Security Council, the peacekeepers are deployed to the region in. In 1993, annual UN peacekeeping costs had peaked at some $3.6 billion, reflecting the expense of operations in the former Yugoslavia and Somalia. By 1998, costs had dropped to just under $1 billion. With the resurgence of larger-scale operations, costs for UN peacekeeping rose to $3 billion in 2001. In 2004, the approved budget was $2.8 billion, although the total amount was higher than that. For the fiscal year which ended on June 30, 2006, UN peacekeeping costs were about US$5.03 billion.

All member states are legally obliged to pay their share of peacekeeping costs under a complex formula that they themselves have established. Despite this legal obligation, member states owed approximately $1.20 billion in current and back peacekeeping dues as of June 2004.

This is a list of countries by total number of peacekeepers contributed to United Nations operations based on United Nations report for the year 2014.

[Resolution Number:(SC001.)]

Preamble

For many years, the government of The South African Republic has used and continues to use a set of racist polices and discrimination called apartheid. a horrible practice that the French Republic, along with other countries, condemns. While actions have been taken to pressure South Africa into ending apartheid, the French Republic believes that these actions are not enough.

What do you propose?

We call on other nations in the UN to impose additional sanctions on South Africa and enforce a complete arms embargo on South Africa. In addition, we condemn South Africa for continuing to use government-approved apartheid against blacks. Along with this, we call for other UN members to cease military and economic relations with South Africa, or at least, reduce dependence on South African goods and services.

What should the UN expect if this is enacted?

Member States will join the anti-apartheid movement against South Africa and pressure their government to give up it's racist policies. The people there will be granted more civil-rights and be allowed to live in a fair, free democracy.

Signed,

Victor Ruais,
French Republic

Motohide Yoshikawa.. What could be said about this man? He has been one of Japan's most trusted and respected foreign ambassadors for as long as anyone could remember. He had been running late as Japan was suppose to be boycotting the meeting yet after some new thoughts he was quickly rushed over the the UN with little notice and sent on his way to the UN meeting. This type of thing was better for him personally as it meant no media or such while he made his way to the meeting room which took him twenty minutes of driving to get to from the nearest airport.

The man wore a simple black suit and white shirt along with some black dress pants and dress shoes as was common for many delegates around here. While Japan was a permanent UN SC member it was still troubling to know who may get in. The denying of China could be see as a 50/50 for the nation given the weird status on relations between the two nations which could be best described as complicated and more realistically seen as random. While both had similarities again with both being Western aligned it could not be denied that they were by no means similar.

Here he was.. Sitting in the room for what had seemed like a eternity before they began. Despite his feeling of lateness he was actually here a hour early then expected from most meaning he was the first one here besides that Egyptian delegate who had suffered the same problem. While listening he noticed that a new resolution on South Africa had been thrown on the table by the French. This was strange as the French enjoyed many good relations with the South Africans and always seemed to defend them but now with this it seems South Africa's luck had run out. During this whole thing Mr. Motohide could only think of one quote he had heard from a activist a while ago.. It was taken from some book yet it's message rang in him..

Funny how people can be so eager to fight in light of all the recent tragedy we faced. never before have i led this army in hopes of winning a war but merely in hoping that i could save lives. Yet lives are nothing but the belief that there is something worth living for which in all honesty i have never found. You all label me as a monster for what i did yet i call myself a man.. A man who merely did as was ordered by my superiors but they will never admit that... Where is guilt and where is innocence? I did not kill civilians out of order but out of accident yet there are some here who would do it merely for they are in the way. True evil is never born Master.. We can only create it and create it i have not... I was taught it...

You have no idea what I had to do child... We all did bad things then! We all payed the price! They called us wrong.. We called them wrong.. We were generals.. We were monsters.. I am innocent in the fact that I am guilty! I led armies of men to wars like we all had! Have you seen there eyes little girl? Have they not innocent eyes and innocent hearts? We got are punishment as we were promised.. At the hands of the men we trusted.. He.. He was are saviour yet he ended up being are demise...

Yet you think that I am good? When you see the eye's of God only then can you tell who I am.. We were hero's.. Or were we? I did my duty as a Jedi and yet by nature I was as you say evil? Look at me and tell me what is evil! Do we get the freedom to say that evil is a birth right or must we learn it! Did we teach evil or was it merely given to us!

I guess we all share the same fate... We are but the essence of humanity corrupted by the ideological conflicts that keep us moving forward.... It is are belief in hope that will keep us going and I pray that you may never see what I have... It is are nature to seek power yet it is also in are nature to seek knowledge and yet as much as you cast me as evil I see you doing no better then I have.. The difference is I payed for what I did... I will pay till I am forgiven by those who I hurt even so long after.. because that dear Jaeni is my nature.

Have I not the heart of a man? The eyes of a man? We are all the same be us different believe and race... The betterment of humanity has come not from power but from unity. I left the order for they were not United yet you child give me something.. You give me hope that one day this world.. This galaxy may change. I held my duty as a soldier.. A general...In the end I realized that we are more.. I am no conquest or ruler.. We are more.. We are life.. We bring life to others and we bring joy and the belief that things can be better.

How he could remember this he did not know.. It stuck in him for some reason mainly for the fact that it confused him.. Was this being the Good guy? The bad guy? Innocent or Guilty? He could not tell.... There was always room to do good yet what is good if you use evil to do it? Could the same be said in reverse? South Africa was this case.. There was much to wonder about and this next choice would define Federation policy for decades to come.. He did not need the government.. Or the ministers.. He had his decision as he stood up and silences the UN to speak.

"Members of the United Nations, Ministers and other visitors. The nation of South Africa has long been a sign of hate and racial intolerance through out the world as we know it. They have led a society based around the oppression of others and the bullying of the rest in a blatant atrocity to human rights. We have failed.. I admit it.. For we have sat and watched this happen yet all we had done is turn around and ignore it like some coward! You can sit here and believe we do right yet look at them! They who cry for freedom! They who cry for justice! They who cry for food! They who cry for Water! They who cry for the chance to live a life free and beautiful from the chains of men and governments that has held them for so long under the protection of are failure!

This is are place.. We are the light that is to help these people and guide them to something better then this.. You who spend money on Iron and bombs knowing that they could be used to make something beautiful.. If we spent 3 percent of all the worlds military budget we could solve world hunger yet here we stand no better then those who stood in 1914 or 1939! This my fair delegates is are chance to make something of humanity and to mold it into something free and beautiful in which all men can enjoy! Enough with the bombs and the force! Enough of the laws and oppression! This is are duty as people not of politics but of the human race to end this! Not for us but for all who sit and cry against the chains of oppressors! Those who only wish to be held and told all will be fine! The same people who wait for us to make change but never see it! This is not a job! This my friends is are Duty as the Human race to see all men live right!

It is with my honor that the Federation of East Asia officially announce are support for this legislation and urge all nations and delegates to do the same... Thank you.."

Mr. Motohide sat down as he finished.. The room was silent as the live meeting seemed to stop as cameras focused on the other delegates. Never before has something like this happened in a broadcasting of a UN meeting. The fiery emotion and seeming lack for his job had made this speech even more down to home. This kind of action could of gotten a delegate fired no doubt yet here this man sat.. Calmly waiting for the meeting to move on as the silent room echoed in his words of change.. His words of hope.. his words of what could only be called the truth..

The French Representative, Victor Ruais, spoke into the microphone to say: "Un bon discours de, euh, ... Motohide Yoshikawa. Donc, si je ne me trompe, 4 des 6 membres permanents a voté en accord de sanctionner l'Afrique du Sud."(A good speech from, uh, Motohide... Yoshikawa. So, If I am correct, 4 out of the 6 permanent members has voted in agreement of sanctioning South Africa.) Resolution Number: GA001

Preamble

Recently, the Federation of Pacific States (Japan), has refused to let investigators into their nation. While we do not exactly understand why they would do this, We believe that they are trying to hide something from the UN.

What do you propose?

We propose that we force Japan to open it's borders and let investigators search to find exactly why they would deny investigators access.

What should the UN expect if this is enacted?

If signed and approved, Japan will receive pressure from Member States of the UN to allow investigators into their country. If they do not comply, it is possible that we will send a proposal to sanction Japan.

Signed,

VOTING HAS CONCLUDED FOR SC-001. It has passed, with 4 voting for, 0 voting against, and 2 abstaining from voting. GA-001 is up for voting.

"The United Columbian Commonwealth officially abstains from voting on GA-001. The Federation of Pacific States is an important ally and trade partner in the U.S, and we believe that it is important that the UN does not overstep its boundaries. However, while the refusal of UN inspectors to their nation certainly is suspicious, they may have their own reasons for refusing, other then potentially possessing WMDs..."
