The lowest reasonable count I find is 80,000, seen here, and I have to admit it seems damn credible.
But then I read something on the current demographics of Venice that made me think both are in fact true.
Today the Commune of Venice has 272,000 inhabitants. Of those 176,000 live on the terraferma and therefore aren't relevant for the population of Venice(the city, not republic) in 1200. The remaining 96,000 though are split amongst the city of Venice proper and the other islands of the lagoon Now here is where it gets interesting. The ratio of Venice proper to the rest of the lagoon today seems roughly to be 2:1. Which makes me think that the usage of 80,000 applies to Venice of the Six Sestieri while the additional 20,000 residents from my source in 1200 are supposed to be on the surrounding Islands in the Lagoon, beyond the inner city.

I see, yes. I the Salt the Earth package might be problematic due to Genoa Removers^TM's policy on territorial acquisitions, but the "pillage, slaughter, and rape" package is indeed available.

Also, you are wrong. Venice most likely was the third most populated city in (extended) europe, behind only Paris and Constantinople.
That being said, once you have your population your military can be devised from it.

That being said, there's a chance the creation of a port related to one of the main players in the southern route of the Silk Road might cause a movement in the end-points of the Scythian Road westwards.
And/Or the port could become the staple port for eastern goods into Russia and eastern europe and vice-versa.
