There's no way the Holy Roman Empire is one state.


It's not a state, but it has many vassals with large amounts of autonomy. What the Holy Roman Emperor personally controls is a much smaller part.

And who should play the Emperor? The map provided by OP shows the HRE as a single state which I will take as that. If I'm denied because of that, well I'll just take something else. If I'm accepted all HRE vassals will be open.

Not really. Never did a single person actually control the whole empire.
At times they controlled much of it, and there obviously was an emperor, but as one can see in the many wars happening between powers within the HRE, it was not controlled by a single person.
So yes, I live in our universe.
