When? When did I say after I reset the rules for space, being that now that nations ae stable enough to look outwards, they're looking to space, America has a semi-permanent base on the Moon and satellites. No one else really has that, save frequent landings by Japan and Germany as they near completion of base. Americas base isn't even permanent, it could be destroyed and the scientists returned to Earth in a months time.
