Obviously this is not very well-written, and I whipped this up in like 5 minutes. But here's what's at least expected of you, although the more detail you go into in your resolutions, the better:

To: United Nations, (Security Council or General Assembly), United States of America Date: August 14, 2015 Resolution Number: GA001 Preamble The nation of South Africa continues to use a system of racist policies and discrimination known as apartheid, an abhorrent practice that is condemned by the Republic of Bobland as well as many other countries. While measures and action have taken place in order to apply diplomatic, economic, and political pressure on South Africa to end apartheid, we in the Republic of Bobland believe that these measures are not enough. What do you propose? We call on other UN Member States to impose additional sanctions on South Africa and enforce an arms embargo on South Africa. In addition to this, we condemn South Africa for their continued use of government-sanctioned apartheid and discrimination of blacks. Along with this, we call for other Member States to cease military and economic relations with South Africa, or at the very least reduce trade and dependence on South African goods and services. What should the UN expect if this is enacted? Member States will join in on the anti-apartheid movement against South Africa and pressure the government to give up its racist policies.
