I know. But it's a GA proposal, not a SC one, so I need a 2/3rds vote for it, rather than needing everyone to vote yes or abstain.

If it's deemed important by the GA, it needs a 2/3rds vote, I think. If it's not, it just needs a simple majority vote (50% of all nations plus 1)

(At least I think that's how it works)
